Primary Care Physicians Have Primary Role in Identification and
Referral
Review and discussion of primary care physicians’ position
to influence identification and referral processes. Successful early
identification of children with or at risk for developmental delays
requires three things of the physician: Skill in the use of screening
tools and other methods of developmental surveillance, active solicitation
and use of parent concerns in the screening process, and knowledge
of how to refer the family to available community resources.

Earlier is Better! Predictors of Early Delays
Review of research showing that timing of experiences and stimulation
are integral to optimal brain development, and that increasing
service duration (and therefore decreased age at entry) is associated
with increased beneficial outcomes for children who receive Early
Intervention services. The review suggests that children who need
therapeutic intervention should receive it as early as possible
and provides a list of risk factors for motor, language, cognitive,
and social/emotional development.

Brain Development: The Connection
Between Neurobiology and Experience
This review discusses what
is known (1999-2000) about genetic and environmental contributions
to neurological development, including
experience-expectant and
experience-dependent development in the context of social interaction. Together,
the evidence indicates that early experiences and social environments have
heightened potential to influence a child’s development, suggesting the
importance of Early Intervention for children with special needs.

Identification of Young Children with Developmental
Delays
Lack of time, inadequate compensation, and limited expertise with standardized
developmental screening tools pose barriers to the identification by primary
care physicians of developmental delays in young children. Recent research
indicates parental concern can be as valid as standardized tools and can
mitigate these barriers when incorporated into physicians’ developmental
surveillance routine.

The Effectiveness of Early Intervention Services
Mounting neurobiological,
behavioral, and educational research shows that early experiences
and stimulation are critical for optimal brain development and
later outcomes, suggesting the considerable capacity of early intervention
to benefit the child. This review describes quality research showing the
effectiveness of different Early Intervention programs.

Evaluation
of Part C Child Find in Hawai’i
Interviews with parents of children first identified
after the age of 3.
A brief summary of an evaluation of Part C Child Find in Hawai’i that
examined the question, “Are all eligible children identified as early
as possible?” Over 25% of children with significant special needs
who resided in the state from an early age were missed by early intervention,
although they had disabilities that should have been identified before
the
age of three.

Physician surveys used in Project SEEK to measure knowledge and attitudes regarding the early intervention system in Hawai‘i. Because we had a total of 33 items, two shorter surveys were created in order to increase return rates. See Reports page for information on dissemination methods and return rates.

Survey of professionals who work with young children used in Hawai‘i’s Child Find Evaluation, the precursor to SEEK. Surveys were sent to child care providers/preschool teachers, Healthy Start home visitors, hospital nurses, hospital social workers, public health nurses, family physicians, and pediatricians. The survey form was modified to fit the context of the professional group. The physician and child care providers/preschool teachers versions are provided.
